Good news for expats based in Oman! The Ministry of Housing and Urban Planning issued a resolution on Sunday, October 18, allowing expats in Oman to purchase apartment units in multi-storey buildings in the Governorate of Muscat.

The ministry noted that the new system aims to keep pace with global trends to control the movement of funds and their use in the real estate sector in the Sultanate, resulting in various economic benefits as well as a more competitive business environment attractive to investors in the real estate sector.

Oman Approves Resolution Allowing Expats to Purchase Apartment Units in Buildings

In a report shared by the Times of Oman, expats who have stayed in Oman for at least two years are now allowed to own flats and offices in Muscat according to the Ministry of Housing and Urban Planning.

The landmark decision became possible due to a ministerial resolution, easing controls on selling residential real-estate units, and for lands allocated towards residential and commercial uses in some parts of the capital region.

According to a statement from the Ministry of Housing and Urban Planning, “Specifications of the usufruct multi-story residential and commercial buildings will be within the specified sites for sale, and licensed by the Ministry of Housing and Urban Planning after completion of the allocation and construction of the project.”

The decision was proclaimed after the ministry has conducted studies with organizations involved in the country’s real estate market, to stimulate the property sector in the country, which will help promote economic diversification and increase streams of revenue.

It noted that fees incurred by the seller should be three percent of the unit value when applying for usufruct registration, with fees for the beneficiary calculated at five percent of the residential real estate unit value upon registration.

Moreover, the contract can last for up to 50 years, and then be subsequently renewed, such that the total term of this period, after its extension, lasts for a maximum of 99 years.

These properties will be in specified sites and should be licensed by the Ministry of Housing and Urban Planning.

Sales of units shall not exceed 40 percent of the units in multi-floor commercial-cum-residential buildings or 20 percent of a single nationality. 

It also noted that it is not allowed to have more than one owner from each nationality in each building. The rest will be floated for purchase by citizens.

Among the areas under the usufruct scheme for expats are phases one, two, and three in Wilayat of Bausher; phase two in Al Khuwair and Wattayah; phases one and two in Ghala Heights, in addition to phase five of South Al Mawaleh, phase two of Al Khoudh, and phase seven of South Al Mabella in Seeb. Al Misfah (phase two) has also been included.

In Wilayat Amerat, phase one of Al Hashiyah, Al Amerat and Al Mahaj, and Al Nahda (phases two, three, four, and five) are also included under this scheme.

The announcement is expected to bring enormous value to economies and societies. According to a PwC study, nearly 80% of Middle East private businesses have already acknowledged that digitalization will impact the long-term viability of their business.

In the same manner, digital technologies are changing traditional employment structures, and the labor market has become increasingly lopsided. That said, a lack of digital skills has become a development bottleneck for the digital economy.

The opportunity was conceived because online consumption in the region has been on the rise this year as people stay home due to the novel coronavirus, Google reported, adding that according to the Arab Monetary Fund, 6 million jobs are at risk.

Through this initiative, a total of 1 million firms or individuals in the region would get help to improve their digital skills to find jobs and get businesses online by the end of 2021.

Moreover, Google announced that it will provide $9 million in advertising credits and grants to support businesses and governments in the region.

  • Passport with minimum 6-month validity
  • Health insurance with UAE coverage validity
  • Proof of employment from a current employer with a one-year contract validity, last month’s pay slip, and 3 preceding months’ bank statements
  • $5,000 (AED 18,300) monthly salary
  • If the applicant is a company owner, proof of ownership for one year or more, with an average monthly income of $5,000
  • 3 preceding months’ bank statements

Those who will qualify in the new virtual working program will be eligible to avail of all the services offered in Dubai, including telecoms, utilities, and schooling, enabling them to experience the distinctive lifestyle enjoyed by people of over 200 nationalities. Moreover, they will benefit from Dubai’s zero income tax for individuals.

Applying for the program costs $287 (approx. AED 1,054) plus medical insurance with valid UAE coverage and processing fee per person.

Saudi National Becomes AED 12 Million Richer After Winning in Big Ticket Abu Dhabi Raffle

Al Hamidi shared that he had been buying tickets for the past “four-five years”, but is still finding it hard to believe that he had finally won. In a phone interview, the 54-year-old millionaire told the Khaleej Times: “I am still in shock. There are too many things I want to do now.”

Al Hamidi shared that as he is still making a list of all the things he would like to do with his winnings, there are two things on top of the agenda: Securing the future of his three daughters and doing more charity work.

I am a Saudi national living in Bahrain. I have a small fast food business. I have three girls. To tell you the truth, with this money, the thing I want to do is to ensure that my children are taken care of. Also, I will continue my charity work. I had been doing it always but now I can put an additional amount in it. Every year I give money to charity and help differently-abled children,” he shared. 

In a difficult year such as this, Al Hamidi is delighted to have finally won. The 54-year-old father of three’s immediate plan for his winnings is to secure the future of his three daughters aged 22, 21, and 16. 

One of them graduated last year and is working. One daughter is in a college in Sharjah and another one is finishing her high school in Saudi Arabia,” he shared.

Al Hamidi bought his lucky ticket number 051175 on September 2 and had been the only one to purchase the lucky ticket, which means he is the sole claimant of the AED 12 million grand prize money.

He added that although he knew about the draw date, he wasn’t watching the live streaming when organizers called to inform him about the jackpot so everything came to him as a shock. 

Al Hamidi also revealed that he had been buying tickets for the raffle draw at least four times each year.

[Video] Customer Escapes Death by a Few Seconds After Car Reverses into Wall in Saudi Arabia

The incident was reported to have taken place in Bisha, a town in the Saudi Arabian province of Asir.

The man in the video identified as Mohammed Al Qahtani told Sabq: “Praise be to God first of all for my escape from being run over, as I was sitting on a chair waiting to have my car washed.”

He continued, “And I saw him [the driver] coming to stop the vehicle in front of me, to make me feel that the driver of this vehicle was not driving the car well.

Al Qahtani shared how relieved he was after he decided to get up from his seat and to move away from the backing vehicle, which in a few seconds more, rammed completely into the wall where he was sitting against.

Saudi Arabia’s Ministry of Interior announced on Sunday (September 13) that it will partially lift its suspension on international flights starting September 15.

The Kingdom has placed travel restrictions on all its borders and points of entry during the last six months due to the coronavirus pandemic.

Saudi Gov’t to Ease Flight Restrictions Starting September 15

The ministry added that all restrictions on land, air, and sea, will end after January 1 next year, without specifying any date, the Khaleej Times reported.

In line with this, Gulf citizens and non-Saudis with valid residency permits or visas will be allowed to enter the kingdom from September 15 onwards as long as they have tested negative for the virus.

Meanwhile, other “exceptional categories”, which include government and military employees, foreign embassy workers, and people requiring medical treatment, will also be allowed from September 15. 

The ministry also noted that the Kingdom will later announce a plan to gradually allow the Umrah pilgrimage.

It can be recalled that Saudi has suspended the Umrah earlier this year over fears of the coronavirus pandemic.

Then in late July, the kingdom has also called for the scaled-down Haj, with only up to 10,000 Muslims taking part in the annual pilgrimage.

Starting March, Saudi has suspended all international flights leaving many citizens and residents stranded overseas.

Since then, the kingdom has imposed stricter measures to contain a major spike in infections, which have now risen to more than 325,000 cases – the highest in the Gulf – and over 4,200 deaths.

In June, the kingdom has ended the coronavirus curfew across the kingdom and lift restrictions on businesses, including cinemas and other entertainment venues.

Fire Breaks Out in Beirut Port, 1 month after Massive Explosion

A huge fire broke out at the port area in Beirut on Thursday – 10th September 2020. This incident sent billows of black smoke into the sky at the Lebanese capital and had authorities rush to the scene to control it. 1

It’s only a little more than a month since a devastating blast wreaked havoc to the residents surrounding the port area. So this massive fire is another tragic event especially people are still recovering.

Initial reports mention that the fire was caused by maintenance works at the facility. Authorities are investigating the cause of the blaze and according to reports, Lebanon President Michel Aoun said that the Beirut fire could either be a deliberate act of vandalism or a result of negligence or ignorance. Aoun also stressed the importance punishment for those who had caused the blaze.

“Any mistake of any kind that leads to such a fire is no longer acceptable, especially after the disaster caused by the first blaze,” said President Michel Aoun.

Michel Najjar, Caretaker Minister of Public Works and Transportation announced that the fire that broke out was under control. They are conducting further investigations and will wait for a reports on the cause of the fire.

“The fire broke out in a warehouse away from hangar 12, and we must wait for a comprehensive study of what happened,” he added.

In a tweet shared on Thursday, the Lebanese Army announced that the authorities have started investigation into the Beirut port fire.

A huge explosion was reported in Jordan early hours on Friday – 11th September 2020. The blast took place at a military installation in the Jordanian city of Zarqa.

Fortunately, no casualties were reported.

Minister of State for Media Affairs Amjad Adaileh said that an explosion occurred in the early hours of Friday at a Jordan Armed Forces-Arab Army depot containing unusable mortar munitions east of Zarqa.

Adaileh added that preliminary investigations indicate that the explosion was caused by an electrical short circuit in the depot which is located in an isolated and uninhabited area monitored by cameras.

“According to the Army General Command, until this moment, no casualties have been recorded as a result of the explosion,” he said.

Gas Explosion in Restaurant in Abu Dhabi, UAE

A gas explosion occurred in a restaurant in the UAE’s capital, Abu Dhabi on Monday – 31st August 2020. The blast happened in a restaurant on Sheik Rashid Bin Saeed Road. Cases of minor and moderate injuries are being treated in hospital. However there were 2 victims who lost their lives.

According to Emirates News Agency (WAM), the Rapid Intervention Teams of the Emergency and Public Safety Directorate of Abu Dhabi Police responded to a gas explosion that took place at a restaurant in a building on Rashid bin Saeed Street in Abu Dhabi on Monday.

The Command and Control Centre in Abu Dhabi received a report on Monday morning about an explosion in a restaurant. Immediately, the Rapid Intervention Teams rushed to the sport and safely evacuated the residents of the building, who sustained some minor to medium injuries, and cordoned off the area to ensure the safety of the public.

Abu Dhabi Police have said the injured have been transferred to the hospital for treatment.

Abu Dhabi Media Office shared updates on social media regarding the incident as they developed. They mentioned that Abu Dhabi Police received a report of an explosion was received at the operations centre this morning. Rapid intervention teams from the Emergency and Public Safety Department from Abu Dhabi Police’s Al Fallah centre immediately attended the scene.

Teams are evacuating residents from the building safely, and cordoning off the area to ensure people’s safety.

The relevant departments are dealing with the situation directly. We urge people to avoid spreading rumours, and to use official news sources.

Abu Dhabi Police has evacuated all residents from the building safely with no injuries. Relevant teams are arranging temporary accommodation for residents until the building’s safety is assured.

According to on-site investigations, the incident was caused by a misalignment in the gas container fittings following refueling.

Unfortunately, two victims lost their lives – one near the site of the incident, and a second passer-by who was hit by debris. We extend our heartfelt condolences to their families, God rest their souls.

Rapid intervention teams from the Emergency and Public Safety Department from Abu Dhabi Police are working to carry out a comprehensive checkup of the building and neighbouring buildings to ensure that there are no further injuries, and to ensure residents’ safety.
